Objetivo é permitir que cidadão tenha acesso a dados sobre sua cidade
O Instituto Brasileiro de Geografia e Estatística (IBGE) lançou ontem (21) o Painel Covid-19 Síntese por Município. Com a plataforma, que está disponível na internet, é possível acessar mapas interativos, selecionar uma localidade de interesse e visualizar, em um único ambiente, 24 indicadores para o planejamento de ações de apoio contra a pandemia para todos os 5.570 municípios do país.
O painel integra informações de pesquisas do IBGE, do Cadastro Nacional de Estabelecimentos de Saúde (CNES) do Ministério da Saúde e do projeto Brasil.io da Fundação Oswaldo Cruz (Fiocruz/Brasil.IO). Os dados, que podem ser baixados no formato kml, shp e csv, estão separados em três categorias: população vulnerável (2010 e 2019), capacidade de resposta do sistema de saúde (2019) e acompanhamento da pandemia (2020).
O coordenador de Geografia e Meio Ambiente, Claudio Stenner, disse que a intenção é permitir que a sociedade tenha acesso a um conjunto de informações mais integradas de seu município. “O painel integra diversos indicadores coerentes em relação à pandemia, em um ambiente que permite visualizar, facilmente, as informações no mapa e, a partir dele, comparar com outros municípios e com a unidade da federação de forma interativa”, destacou.
De acordo com o diretor de Geociências do IBGE, João Bosco Azevedo, o estudo mostra como as cidades se relacionam e se articulam, desenvolvendo uma hierarquia entre os municípios, e como criam uma área de influência entre eles. “Um desses níveis é a questão de saúde. Como a população busca serviços de saúde em diferentes níveis de complexidade em outras cidades perto da cidade de origem”, apontou, lembrando que estão disponíveis também os dados sobre os serviços de comércio entre os municípios.
“É muito importante que os gestores das localidades e a sociedade consigam entender a característica de onde moram. Então, ter uma plataforma, um ambiente que facilita encontrar, olhar e analisar não só o seu município, mas os seus vizinhos usando geotecnologia, mapas e gráficos é o objetivo da publicação da síntese por municípios”, completou o diretor.
Categorias
Nas informações da categoria população vulnerável, relativa aos anos de 2010 e de 2019, estão o número de pessoas declaradas indígenas (2010), a população com 60 anos ou mais (2010), a população por faixa etária (2010), os domicílios com três ou mais moradores por dormitório (2010), a população geral (2010). Já as referentes a 2019 são as localidades indígenas e as quilombolas, os domicílios em aglomerados subnormais e população geral.
A categoria de capacidade de resposta do sistema de saúde (2019) inclui os números de enfermeiros, enfermeiros no Sistema Único de Saúde (SUS), estabelecimentos de saúde com suporte de observação e internação, estabelecimentos de saúde de atenção primária, leitos de UTI, leitos de UTI no SUS, leitos hospitalares, leitos hospitalares no SUS, médicos, médicos no SUS, respiradores e respiradores no SUS.
Já na de acompanhamento da pandemia (2020), é possível ver quantos são os casos acumulados, os da última semana e os novos no dia.
Mapas
A gerente de Integração da Produção de Geoinformações, Aline Lopes Coelho, informou que cada categoria tem vários indicadores, que podem ser vistos nos mapas com a informação de todas as fontes dos dados. Quando seleciona um indicador, o usuário, além de visualizar a situação do município escolhido, poderá ver qual é a situação das cidades vizinhas. Aline Lopes destacou que, para cada indicador, a plataforma oferece, também, valores de referência que possibilitam contextualizar o dado municipal e compará-lo à respectiva unidade da federação.
Regiões de saúde
O Painel Covid-19 Síntese por Município tem mapas interativos que trazem as regiões de saúde identificadas pela pesquisa Região de Influência das Cidades. Neles, entre outros dados, os municípios aparecem conforme a procura da população para a obtenção de serviços de saúde de baixa e média complexidades.
O analista de Integração da Produção de Geoinformação, Maurício Gonçalves e Silva, informou que é possível ver alguns municípios cercados por uma borda que indica uma região nas quais as pessoas procuram acessar os mesmos municípios para atendimento de saúde. “Por exemplo, não basta Niterói (RJ) estar bem, se São Gonçalo (RJ) ou o Rio de Janeiro (RJ) não estiverem. Para a decisão sobre se afrouxa o isolamento ou não, é importante que os municípios da mesma região consigam se enxergar”, destacou.
Durante a apresentação virtual da plataforma à imprensa, Aline acessou os dados de Maceió, capital de Alagoas, que conta com 88 leitos para tratamento da doença e os municípios ao redor não têm vagas o que significa que os pacientes precisam ser atendidos na capital. “[Entretanto] na forma branda eles vão conseguir ser atendidos localmente em vários desses municípios, porque eles têm leitos hospitalares para atender a sua população. O mapa está mostrando a quantidade de leitos por 100 mil habitantes. O município de Murici está com mais leitos domiciliares por habitantes do que a capital Maceió”, indicou, afirmando que é possível também acompanhar a evolução epidemiológica regional da doença nas últimas semanas.
A gerente disse que a grande vantagem do painel é a agilidade da informação. É possível conseguir buscar dados interessantes de enfrentamento da covid-19 e visualizá-los nos mapas em ambiente único. Dessa forma, a pessoa interessada consegue olhar não só para o município de interesse, mas perceber o contexto e a situação ao redor daquela localidade.
“Isso traz um ganho e eu consigo fazer uma análise olhando não só localmente, mas também regionalmente. A grande vantagem do painel é agilidade e facilidade na consulta do dado local ou regionalmente”, concluiu.
